2019–2026 每年自行階段都收足並超出法定配額，統一派位嘅學額因而少咗，缺口通常 18 個左右。
The shortfall is due to legacy (unrestricted places) exceeding the 30% cap, or retained repeaters, which are indistinguishable. But Points System places are unaffected – Category B has a 20% floor.
