(total P1 places, Central Allocation places) are official announcements; "statutory half" = total P1 places × 50%,
which is the Central Allocation share stipulated in the POA System.
Official breakdown (EDB POA System): Category A (unrestricted places / legacy) quota approx. 30% of total Primary 1 places, Category B (Points System)No less than 20% and not assessable, Central Allocation 50%.
If Category A cannot take all unrestricted places, the shortfall is filled from Central Allocation places — the 'Central Allocation gap'.
The gap may also be caused by retained places; we cannot distinguish the two. , so this is called a gap, not legacy places.
"Minimum Points Places" = total P1 places × 20%; schools that don't use up Category A can have more than this.
