How is "Points places (Category B) at least" derived?: EDB stipulates that Category B (Points System)
is not less than the total P1 places 20%, and assessment is not allowed. So even if legacy places are full, Points Places won't fall below
this number—when Category A (unrestricted places) exceeds the 30% cap, it takes from Central Allocation places, not Points Places.
